Teslas have a 'dog mode' for their aircon that keeps the internal temp
of the vehicle stable. wouldn't be possible on an ICE vehicle without
the engine left running.

The issue generally is that the 12 volt battery is for starting only.
Accessories generally run direct (ie. belt) with low power accessories
running electrically - like the radio. The AC compressor sucks down
quite a bit of power (3-5 kW) and the 12 volt battery reserve isn't a
lot to run it electrically with the engine off for any length of time -
if at all. That said, what about start/stop systems? Currently, on some,
if you have the AC on, no start/stop activation. On others, you have an
electrically driven compressor so the AC keeps running - for a while. If
the system senses the battery voltage dropping, it will disable the
start/stop and simply start the engine. The start/stop systems are hard
on batteries as it is.

Could do it on hybrids and PHEVs. The issue is that the electric AC
compressor is quite a load on a battery and the battery isn't large in a
hybrid. Also, with higher voltages you reduce the current in the wiring.
Not sure what the Gen II Prius voltage for the AC compressor is but,
since they use orange wires, I guess it will be in the order of 200
volts DC - or more. The Gen III Prius, on the other hand, uses a DC/AC
inverter and feeds the AC compressor pump motor a nice HV AC current.
While they use high voltage for the motor, they still use 12 volts for
its control.
