Normal on many laptops.
I have a Siemens Celsius 210, I also need to remove many parts to
exchange the battery. I also have an HP ZBook where the battery can be
replaced within 1 Minute - just 1 screw needs to be screwed out to open
the cover.

Yeah laptop designers can be pretty inconsiderate with the BIOS
battery placement, but at least it sounds like they didn't solder
that one directly to the motherboard. Often when a small battery
is used, connected with wires, a 2032 can be fit in for the
replacement.

Toshiba also have a history of trying to clamp down on people
sharing the official service manuals online, just to make it even
harder.

Still on the design front they're not the only ones who make it
hard. Some Lenovo notebooks make the BIOS battery relatively easy
to reach, but it's wedged between the motherboard and the laptop's
frame so tight that it's damn hard to shift.

Laptops should be made with access to parts that need replacement
without the necessity to dissemble the laptop. I had an old laptop that
had removable panels for access to the HD and RAM. I upgraded it to W10
which it coped with quite.

Just search eBay for HP ZBook. I personally have a ZBook 15 Gen 1. 2
RAM slots are accessible directly via the cover, the other 2 are inside
and need many screw to be removed, but still possible.

Going further yet are some emerging open-source laptop brands such
as the MNT Reform:

Unlike the HP ZBooks and similar, they're not high performance, but
repair and upgrade options go a lot further than just retaining all
the access covers that all laptops used to have before they got
obsessed with being slim and light. Either way we're probably
talking about more expensive stuff than the average cheap Toshiba
laptop buyer is likely to consider.
