I'm looking for a 22 to 24 inch telly, which has a native screen
resolution of 1920 x 1080 (so it can be used as a second screen for a
laptop)

Difficult to find. I came close with this:-

https://www.richersounds.com/tv-projectors/lg-22tn410v.html

However, incredibly it doesn't have a DVB-T2 tuner, which is just nuts
for 2021 !

Also would like 'Smart' features such as embedded iplayer, Netflix, etc,
but that may be asking for the moon on a stick !

Any ideas ?

second hand? My samsung 22" UE22F5400 went through a period of losing
smart features (nothing of any use lost) but does still have iplayer,
netflix, all4, amazon prime, etc apps, I won't be surprised if it gets
the chop soon though as it's a 2013 model.

If you are prepared to go up to 24 inch, then this one among their
clearance list might suit.

Yes, in fact I already have that exact model in our bedroom. Sadly
though the screen is only native 1366 x 768

Yes, though I suspect that model (and it seems impossible to get
detailed and definitive manufacturer specs) doesn't do T2, nor is the
screen native 1920 ?
Probably better to buy new, and from Argos or Richer Sounds etc, because
if it is a turkey, easy to return and refund !

The smart features are not a 'deal breaker', but T2 and native res are.

It does both, a bit sad if present day 'small' TVs have gone backwards...

Ah, I see Andy, I didn't clock the ebay telly, is the same model you have.
In which case, the information is from an unimpeachable source !

We've had a similar UE22F5000 for 7 years - an emergency purchase for
MiL which we kept for a bedroom here. If you see one second hand it has
full HD and T2 tuner but is totally dumb. Can't even be networked
without a special WiFi dongle that was a silly price.

Where did you see that? At <https://www.lg.com/uk/monitors/lg-22tn410v>
it states:
Digital(Tuner Input) Yes (DVB-T2/C/S2)

At the same page linked above:
"Smart TV that includes all your favourite apps
This LG 24 inch TV comes packed with useful apps that look great on the
big screen. The BBC iPlayer, YouTube, Now TV, Demand 5, Amazon and
Netflix are just some of the VOD (Video On Demand) services that come as
standard with the LG. There's also easy access to music sites like
Spotify and Napster plus social sites."

We have got a Samsung 22UE5010, bought several years ago. We used an armful of vouchers and got it from Argos, but normally would have bought from Richer Sounds.

It IS full HD and it has a Full HD tuner, a decent amount of connectivity, but is relegated to our kitchen.

Its smarts are not so great, and pretty slow, but mostly work. The one big let down is that it won't display PDF's, which annoys my partner who likes cooking programs and you can't show the menu.

We also got a Medion 22" TV from Aldi. This was cheap, full HD, has a satellite tuner and doubles up as a monitor on my partner's desk (less so now I got her a 4k monitor for Xmas).

Of course another possibility is a 24" 4k Electriq monitor from Laptops Direct - "market price" - very variable, but today £140. No tuner or smarts, but a separate HD tuner won't add much and of course if your PC has 4k video, it can hack it!

Ha, yes, my laptop can support 4k output. In fact in my study it feeds
two LG 4K screens.
Unfortunately the brief I've been given by Mrs C for this requirement,
is that it must just only be a telly, no other, (her words) weirdo boxes
attached !
(Her craft room, (and guest bedroom) but it's also an auxiliary study as
we sometimes both find ourselves working from home in this new world !)
