During umpire training we are taught to count the players almost
before every delivery and to know who if anyone is off the field and
why. It can be tricky enough, especially in youth games where the
players look like clones.
Last week at an all Ireland (proper) football final in the final
moments of the game one team made two substitutions, but only one
player left the field and in fact play had restarted before that
player had left which means 17 players were on the field for that
team. Such a can of worms of complaints and appeals..

Has there ever been a cricket team sanctioned for too many fielders?

dunno but dont subs have to be named before a prof game starts,
so if a team is deliberately cheating its pretty obvious immediately.

although it must be difficult for the umpires to keep track sometimes
in those games which england or other teams play on tour where they
have 13 or 14 players in the team, but i assume only 11 are on the field
at any 1 time.

I believe so for permanent subs for concussion/Covid. AFAIK, more or
less anyone can be brought on as a substitute fielder, as long as they
fit the general criteria for the match (e.g. an age limit) and they
haven't been suspended or sent off for an offence.

From a Laws point of view, I don't think there's any restriction apart
from those which rule a player out of further participation.
Competitions may well add extra qualifications in the playing
conditions, of course.

With half the touring party sick at the beginning of the Pakistan
series, the coaching staff were liable to have to come out and field
if we'd had injuries during the First Test.
