They're responding to the changing perceived risk of Covid. The argument
previously was that it represented a low risk to younger people, and
consequently that the, albeit low, risk of the AZ vaccine wasn't
justified in those people.

The obvious flaw in that reasoning was that it assumed that the risk
associate with virus would not increase.

It is always easy to be wise after the event, but I think they should
have realised that there was risk that the virus would evolve to be more
dangerous for younger people.
