They’re not the first:
<https://en.wikipedia.org/wiki/LGM-118_Peacekeeper#Basing_options>; the US
doesn’t have so much of a problem with OHLE, though.

I think the novelty here is the proposal to use high speed passenger,
rather than freight, tracks.
