just the 'metadata' as it were, i.e. the copyright information and the
key to the contents - but no contents.

They are direct links. No directory listing permitted as is pretty
standard with WP. Firefox will do a direct download if the links are
pasted.

It is a multi page Excel workbook, and you have to select the page you
want using the toolbar at the bottom of the page..

Opens with Excel or Libre office Calc

Opening the correct page, it even lists the Burslem Branch of the T&M
canal, which closed not long after I was born, but which they are hoping
to re-open "Real soon now", so maybe sometime this Century.

As will Chrome, Iron and Edge.

The second link is an Excel workbook with five pages.

If you run a recent Windows OS, this can be "printed to .pdf" and then
sent to your printer.

The first link is the first page of the workbook in Portable Document
Format.

I didn't mean directory in the computer sense, I meant the IWA
directory. Neither link shows me anything useful, I just see the
descirption of what it is, some copyright stuff and a key to the
meanings of words and symbols, but no actual content.

Correct, it is just a pdf copy of the front page. If I were in the mood,
I could make a multipage pdf copy of the .xsls file, but as I had no
trouble opening it...

As has been pointed out the IWA's PDF contains just the front page, so
is basically useless.
