That sort of thing has been going on for decades with telecoms cables,
which is one reason why that continent was an early adopter of cellphone
technology.

Though South Africa had long had a backbone telco landline system to
rival any in Europe... and early DDD (direct-distance-dialling) as
well.

Whether that "served" all possible consumers is another question.

The apartheid economy was remarkably state-controlled... Eskom (now
struggling) for electricity... South African Railways and Port
Adminstration (the title alone sez a lot)... Telekom.

Eskom can't keep power "live".... Metrorail turned power off because
of COVID lack-of-demand for service... overhead catenary/knitting
became prime target.

Wuzn't the Blue Train suspended for the same reason?

I'm not sure of your point.

Are you saying you've seen a report Gautrain has been affected by
wiring/power disruption?

The Blue Train is one service along a long distance of OH electrified
track, involving both the Cape Town and Gauteng regions, where local
theft/disruption has been rampant.
