Since the Uluru statement and all the consultations surrounding it is
the source of the Referendum, then it is irresponsible IMO not to bother
to learn as much as one can from all relevant documents and especially
all 100 plus pages released under FOI from the NIAA. It's a shame that

the First Peoples of Australia by establishing an Aboriginal and Torres
Strait Islander Voice."

IF the vote is Yes, then the Constitution will be changed to read:
"Chapter IX Recognition of Aboriginal and Torres Strait Islander Peoples

129 Aboriginal and Torres Strait Islander Voice

In recognition of Aboriginal and Torres Strait Islander peoples as the
First Peoples of Australia:

there shall be a body, to be called the Aboriginal and Torres Strait

That is the only concrete information we've so far got but reading the
background is very interesting.
