I just noticed my computer clock is showing the time as 3:07 am, but the
time here is 1:07 pm. I checked the date/time settings and everything is
unchanged. why/how could this have happened? CMOS battery needs
replacing maybe?

In Win10 go to "Time and Language" then select "sync Now" should set
your time correctly.
Then if after shutting down the time fails?

yeah I did that

haven't shut it down yet, so will be interesting to see what happens.
interesting tho that the time difference was exactly 10 hours, which is
the GMT differential for this time zone.

Linux uses UTC in system and the CMOS clock and just shows the local
time. This is the reason for that.

It is the default behaviour of Linux to sue UTC in the CMOS clock, so
check if the clock uses the correct time in UTC.
The OS will then display the time of your local timezone.

Windows uses the local time in the RTC. Linux uses UTC in the RTC.
Each system uses NTP to sync the time and will set the RTC according
to that. If you have both installed, this will create a mess. Assume it
is 3:00 UTC and your local time is UTC+1. Windows will set the RTC clock
to 4:00. The you boot Linux. Linux now things this is UTC and displays
the User this time +1, so Linux shows 5:00 to the user. Then it uses
NTP and sets the RTC clock to 3:05 (assume the boot needs some minutes
:-)) and displays 4:05 /the correct local time) to the user.

Next time you boot Windows the time is wring again. Windows now thinks
it is 3:10 local time and the sync will change the RTC again.

To avoid this, you need to change Windows to sue UTC in the RTC instead
of the local time.

Ahh, I see the cause of the confusion. I don't have a dual boot machine.
I have one running win10, one running Linux, and one running win7.

Then sync the clock via NTP and check if it keeps when you disconnect
the power supply from AC power.
