Hypothetically.
If the police were called to a boarding house and found one tenant clearly under the influence of crystal methamphetamine. Let’s say the noise of the banging, thumping, calling out, swearing and yelling was disturbing the other tenants.

There are offensive behaviour crimes but that usually applies to acts
committed while in public spaces.

Is it possible to convince the landlord to have the tenant evicted?

Not so far. The drug user seems to be a protected species.

Couldn't the user be invited to stay in a police cell until the effects wear off?

At least the other tenants could get a decent night's sleep.

It doesn't seem right that the hard-core drug user just keeps doing what he wants to do no matter how much it interferes with others' "quiet enjoyment of the premises".

Nope, the landlord doesn’t get to do that.

In most registered boarding houses, you get to do you own cooking.
