Apologies if I have asked this before.

My desktop keeps slowing down and when I pull up task manager it shows
around 95% CPU usage but quickly drops to nearer 20% before I can see
what is using the CPU.

Is there anything that can log this for me so I can see what the culprit is?

Leave the SysInternals Process Explorer running, with the System
Information dialog open, when you mouseover the CPU graph it'll tell you
what it was eating the processor at that time, it's not for long-term
logging but it should have a few minutes of history.

Alternatively Performance Monitor (not the baby-brother version called
Resource Monitor that you can launch from Task Manager) and click the
"+" to add cpu/memory counters that are interesting

Task Manager itself eats CPU for a short while as it starts up.
This may be what you are seeing.
