I've not seen such a offer reported. What I've seen is that NR has offered a two-year deal worth over 5% for all RMT
members and more for those paid under £30,000.

A 4% rise on basic pay would be paid in year one, backdated to January, with 2.2% in year two and a further 2% if
modernisation reforms milestones are met. There would also be 75% discounted travel for employees and family from
January 2023, and around a £650 cash “bonus” for all. There would be a further £250 lump sum for those paid under
£24,000.

From today's Daily Mail

Network Rail offered members of the militant RMT union with a salary
below £24,000 the equivalent of a 13 per cent pay rise this year.

There will be anyway as fares are inflation+. Inflation is running at >10%
in the UK, and I’ll bet this offer involves no further rise for more than a
year, so is basically only just matching inflation.

That's based on the lump sum element, which is worth proportionally more
for a low-paid employee, l but I suspect that very few NR employees are
actually on <£24k FTE. So the headline is highly misleading.

That's what's been reported. They'd almost certainly want more for the
majority of their members.

Unless they pay the £650/£250 every year, the 11% would only be
temporary.

And presumably the £24k threshold will be tapered in some way,

I suppose that's much easier to implement with the new GBR. NR and the TOCs
are now all part of the same nationalised business, plus with the fall in
passenger numbers, there's more spare capacity to make available at
discounted prices.

Looks like the early headlines I saw were a bit hasty, and should have
said "Rail strikes by a small number of RMT drivers, and the rather
larger number of RMT staff working for Network Rail".

Goes GTR have very many RMT drivers?
