In some ways they are in some ways they aren't.

Most decent modern smartphones can do wifi calling,
telephony over wifi for wnen you are out of mobile range.

I get mobile phone calls all the time.

Many of these have "attachments" which I can only access via "roaming"
of some sort.

I have switched off all roaming including the "mobile data", because I
want to get these data/attachments via WiFi.

Yet some are accessible via WiFi! eg The tax office.

Why some and not others?

Additionally, I am forced to have the Telstra DOT tech at work to run
hand-held lines via the modem etc from the NBN thing.

Telstra adamantly refuses to link my mobile phone to the DOT tech, an
unreasonableness profound & maddening, and likely criminal!

Because its a link you tap on with there ones that work over wifi.

The phone has access to the Internet.

It's the Telstra NBN modem, additionally set up to run hand-held
phones all over the site. No "Sim cards" are involved.

That's not roaming. Roaming is using another carrier like
Optus when you are out of range of the Telstra network.

Normally only used when out of the country.

Yes, that what mobile data means.

OK, thats DECT support. Basically a cordless
phone base integrated with the modem/router.

Not possible, the mobile phone doesn't do DECT.

The short story is that it isnt possible to do what you want to do with
that hardwaare.

If you have your mobile phone with someone other than
Telstra, you would pay much less for your mobile phone
service and would get plenty of data to allow you to get
all the message attachments using mobile data.

I get unlimited calls and texts and MMSs to any
landline or mobile in the country and 5GB of data
a month for $10 a month. Its on the Optus network.

There are a few on the Telstra network but not quite
as cheap as that but still much cheaper than Telstra.

I guess he's refering to multimedia based sms's which require accessing a
tower and cant be downloaded by wifi ... but Roddles, you already knew

Does "MMS" (Multimedia Messaging Service, a system that enables mobile
phones to send and receive colour pictures and sound clips as well as
text messages.)

....have anything to do with it? This is the one not working with
WiFi
