Trains not being able to run when there is flowing water which may dislodge
ballast, has been in the rule book since at least 1998, but presumably not
since 1968 ;)

Remember that almost every rule in the book was added after someone did the
opposite and something bad happened. So presumably there's an example of a
derailment due to running water dislodging ballast, after which the rule
was changed.

Noted, and am sure you are correct. However, ballast is surely not the
only problem but electrickery and water do not mix. In those days much
signalling will have been mechanical so less of a problem, although I
know that pneumatic and electrical points were in existence in the 30s.
These days I suspect that signalling, track circuits, axle counters etc
would be problematic!
