Probably because they're all using an image that has been supplied to them
for that purpose. That avoids any problems with copyright or licence fees.

image of a saltire as the train passes in order to hypnotise people
into voting for independence :-)

So who is doing the supplying? I'd expect coordinating lots of TOCs to
be more complicated than each one just using a whatever database their
marketing teams normally use.

I think an English TOC should have a St George's cross style logo and
"England's railway" on its trains, which could then be powered by heat
generated by the outrage it would trigger from people who go on about
"flag-shagging" because they once saw a tweet saying Asda had sold a
piece of cheese labelled "made in UK".
