Why was the Waitrose van parked there? (Doesn't excuse the HGV driver,
but one can perhaps see why he took a course to miss the Waitrose van
without fully missing the bridge).

It wasnt parked, it was waiting for the lights to change, or traffic to
clear. Why do you think there was a car sat right behind it?

Some truly awful reporting by the Mail, though. What it describes as
"cycle lanes" under the bridge are actually the secondary markings
whoing the safe line for high vehicles. And it says that the van was
parked, when it's far more likely that it was waiting in queueing
traffic. As the van is pushed over by the truck, you can briefly glimpse
another vehicle in front of it, visible under the wheels.

It's this bridge here:

https://goo.gl/maps/GBmAbKBczRCXgSKp6

As can be seen, there's a roundabout on both sides of the bridge, so
when traffic is busy it's likely that it will queue through the bridge.

Those lights look too bright to be the rear position lamps so I reckon the
the driver has their foot on the footbrake which would not add with up
with being parked.
After the collision the high level brake lamp above the van doors which
previously wasn’t visible due to the brightness comes into view for a less
than second as the background behind is now foliage and it is lit, the Van
then rolls back and the lights are out as by then the drivers foot has come
off the pedal.

Given the presence of those curved dotted white lines (which aren't
obvious in the original video) it's not a very clever place for the van
to stop, even if there was a traffic queue [the reporting has changed
somewhat over the last 24hrs].

There's no signage or road markings to suggest that vehicles shouldn't
queue through the bridge, and not doing so would risk the queue backing
up to the next roundabout and fouling the junction. Also, of course, if
the queue was moving as the van entered the bridge, it might not
necessarily have been obvious that the traffic would stop before the van
had fully cleared the bridge.

Some things which fall into the category of defensive driving, which you
can't achieve just by cluttering the place with lots of signage.

He appears to have pulled in to allow the lorry through - the van was
there first but the lorry was travelling fast and did not stop.

If it was a regular problem worthy of attention then make the area the
under the bridge a box junction, a grid of yellow lines on the road surface
isn’t going to be too intrusive.

Going to come up with any other points to distract from your somewhat
absurd suggest the van was parked rather than just in a queue ?

We know your technique well by now .w

That's a new interpretation, rather than him simply being stuck in a
traffic queue. Perhaps we need the van's dashcam too.

Given the apparent proximity of a roundabout, a surprising turn of
speed!

It would be natural for the van driver to hold back or try to tuck
himself as close as possible to the side if he saw the lorry approaching
at speed.

Perhaps most drivers approach the situation here *as if* there was such
a box junction? Lack of a box doesn't automatically mean "I can occupy
this roadspace when the exit route isn't clear". Drivers manage by and
large to think like that, at all the road junctions which don't have
yellow boxes.

I was just recounting the newspaper article.

If the lorry was approaching at speed, and the van driver was doing
that, we'd have seen the dashcam footage showing the van veering to the
left, whereas it has been stationary there for at least seven seconds
before the HGV comes into view. At the start of which period the HGV
would have been off its radar.

To be fair, that wasn't Roland's suggestion initially, that was the
Daily Mail's incompetant reporting. Although it is pretty obvious, from
watching the video, that it's queueing rather than parked.

The van is stationary at the start of the video, and doesn't move at all
during it (until, obviously, being pushed over by the truck!). The truck
strike occurs eight seconds into the video. So the van driver clearly
hasn't made any attempt to make way for the truck. At the time the video
starts (by which time the van is already stationary in traffic), the
truck would have been just coming off the roundabout.

The queue, incidentally, is probably not for the roundabout, but for the
light-controlled junction just beyond it where the B284 (the road under
the bridge) meets the A24.

The time between the truck coming into view and striking the bridge is
about three seconds. Looking at the location on Google Maps, that's a
distance of approximately 21m. That's a speed of 7 m/s, or 25 km/h,
which works out at just over 15 mph in real money. So the truck wasn't
exactly speeding, or even going particularly fast - it just didn't stop
when it should have done.

I don't think you can put this down to anything other than simple
inattention by the truck driver. Maybe better signage would have helped,
maybe making the road under the bridge a yellow box so that vehicles
don't (or, at least, shouldn't) queue through it would help. But then
again, how often does a bridge strike happen here? If it's only a very
rare occurrance then maybe "fixing" the problem isn't cost effective.

Buddif both are on their respective sides of a two-way permitted

Is there a 'yield/give way' advice for opposing overheight at this
particular point?

The "believing the Daily Mail" meme is usually reserved for their
political spin on things, rather than simple factual matters, which are
doubtless in an instance like this merely syndicating a local paper.

And the van stationary for so long (at least 7-8 seconds) that their
positioning has nothing to do with whether they saw a lorry approaching
or not.

There are many bridge holes where two large vehicles can't pass,
irrespective of needing to be in the centre because of a height
restriction. This bridge does have a height restriction (although flat,
so no centralising required) and I know two large vans couldn't pass
each other:

https://goo.gl/maps/Xv5LQqNLKW4rZiGcA

I don't think they often have any signage dictating a priority
direction.
