The cablecar in question uses separate traction and support cables.
The system is equipped with an emergency brake that clamps onto to the
support cable in the event tension is lost in the traction cable (ie
the cable breaks). An account I read in another place alleged (I have
no way to verify) that the emergency brake on one of the two cars was
malfunctioning, not releasing when it should, and had been "fixed" in
the off position. Then the cable broke. The other car's brake worked
as intended and the passengers were evacuated safely. The other car
ran away down the line and derailed when it reached the next support
tower.
