No, it wasn't a racist attack; it was a revenge attack.

The so-called victim was threatened with being charged because they started it. They deliberately attacked the supposed perpetrator who got their revenge the next lap.

The police have taken a view that both were wrong, both indulged in acts of minor violence, that both get charged or neither do. It is a reasonable and fair position to take.
