I was thinking of making a complaint to the police over my detention on
the seventh floor of the Northern Beaches Hospital, but it's hard to fit
the facts to the definition.

Yes. Lifts were turned off, emergency exits were locked. No other stairways.

The relevant common law crime and tort here is 'false imprisonment'. So
you could make a complaint to police and also sue.

But for the crime, there needs to be criminal intent. For the suit, you
have to show damages.

The more likely avenue for you is to make a complaint regarding the
locking of the emergency/fire doors in terms of it being a contravention
of emergency/fire rules.

set of doors leading to an emergency exit door opening (they can be
pushed open, but have an "administrative staff only sign"). Not exactly
helpful given that the emergency exit door was locked.

It certainly seems that way. Ideal for terrorists - trigger a fire
sensor, then have everyone on the floor captive for shooting dead at the
terrorist's convenience. So much easier than having to chase their
victims down a staircase.
