I created a Data volume only backup on my M1 MBP using CCC to a
portable SSD drive and then installed 11.3.1 thus making it bootable on
the MBP. I checked that it really was bootable on the M1. Then, just for
a laugh, I connected the SSD drive to my Intel MacBook Air also running
11.3.1. Much to my surprise System Preferences -> Startup Disk claimed
it was bootable and I set it to be default boot drive. But of course on
reboot, the MBA eventually started from its internal drive. However
Sys Prefs still claimed it was bootable so I tried rebooting with the
option key pressed but of course once again to no avail. I guess what I
should also do is to see what happens with a bootable clone created on
the Intel MBA and see what my M1 MBP thinks of it - tomorrow maybe!

So in summary:

- The external SSD drive should not appear in the Startup Drive list
- A wrong architecture message would be useful on attempting boot-up
