The article doesn't make that clear. She was actually convicted of
failing to stop. It doesn't really say what happened, who was liable.
There is a suggestion the race steward may have messed up.

So it's not clear her insurance will pay out.

If you want to reduce it to motorist vs cyclist thing... In the past
I've received about 7.5k from a motorist, damage to me, not my bike. My
perfectly adequate sub 1k bike was fine.

However, that is all a bit mundane compared to the dog fucking transexual.

I'm not sure that damage arising out of road traffic collisions - even
deliberate ones - can be addressed by a compensation order made by the
magistrates when a traffic offence is being dealt with.

Over thirty years ago, I was visiting relatives and my car was parked in
the street outside. One of my relatives saw someone reverse into the
rear of my car, quite unnecessarily and deliberately. I ran outside just
in time to see the driver slam into first and drive away at speed,
grinning over his shoulder at me. I noted his reg number and wrote it
down. Reporting the matter to the police, they even wanted the piece of
paper as primary evidence.

Some time later, the case - DWDCAA, no insurance and failing to stop -
was heard at the magistrates' court for that area. I gave evidence. The
driver was suitably penitent and was given a big fine (for the time),
plus a Victims' Surcharge (not that I saw any of it) and nine penalty
points. His face was a picture.

Because the matter was not an accident, I asked the court to make a
compensation order. The clerk dutifully explained that the magistrates
don't have that power and recommended recourse to the offender's
(non-existent!) insurers.

It didn't cost all that much to repair - a new steel bumper section,
bought from the Austin-Rover dealer local to me, which I replaced for
myself. But the principal was important.
