After the much heralded HS2 Budget cost saving measures, Mark Harper
seems to have admitted the delays will not actually save any money.

If they stretch the project out in time, the chances are that the total
cost will increase, especially given inflation at 10% a year at the
moment. However, the expenditure each year will be lower.

I don't see what's bothering you about that?

The total costs will definitely rise by more than just inflation. Stopping,
re-starting and modifying the designs significantly increases costs. But
the Treasury has tightly restricted the annual spend, so they have no
choice.

That's the consumer inflation rate. I've seen reports that building
inflation is higher.
