Mark Harper has said “no option is off the table” ahead of his decision
on whether to renew the contract of train company Trans-Pennine Express
(TPE).

The contract to run the service expires on May 28.

Has there ever been a worse rail operating company?

And did the DfT limit driver recruitment and RDW?

Statistically, I suppose there might be some statistics available;
although they only tell us the outcomes not the reasons - some of which
might be beyond their control. Indeed, without a careful analysis it's
possible that the franchise might have had a worse outcome recently
under different management (if your question is really "Is TPE's
management the worst a TOC ever had".

I'm not a TPE user or follower, so won't be attempting that analysis.

There are many other TOCs which have performed badly in the past - the
original SWT for example, and Virgin in the first years before their new
trains arrived (and opinions are divided whether the new trains
themselves were an improvement). NXEC didn't win many friends, and iirc
Silverlink [Natex again] was poorly regarded.

I was GTR who perpetrated "Meltdown Monday", from which despite (or
maybe because of) the pandemic it hasn't fully recovered from.
