Interesting study for what it is worth. Best Curtain and Hawke, worst
Billy big ears and Abbott. Personally out of the criteria I think
'Leaving a significant policy legacy' is the most important, Hawke and
Whitlam top that. OK one can argue if the legacy is good or not.

You're right. It is very interesting. I wouldn't quibble too much
about who the worst were, other than to throw Rudd into the
McMahon/Abbott mix.
