Unless the unit has suffered a power outage, I guarantee that the lead
is powering a heater or an air conditioner, with the former being the
case if the image is recent.

Global warming can't arrive fast enough.

FYI:

The old bugger ( owner ) living up two levels from me does this all the time.
Had the gas supply to his unit cut off years ago.
Went all electric - with just one 16 amp power circuit.

You can guarantee nothing, particularly with that known liar Max.

For all you know it is his lead and he is trying to see what the
penalty might be if he gets caught. Or the electricity supplier
to that unit has fucked up a change of supplier and it is only
a short term work around. Or that unit has suffered a problem
that is the body corporate's responsibility like say a water leak
in that unit, or a failure of the mains distribution system to that

supporting equipment.

The legislation makes electricity theft, as defined by s64 above, an
indictable offence, so the police ought to have some interest.

In any case, merely the threat of police involvement would quite likely
address the problem.
