I seem to remember that about that time, they started not renewing the
licences of non-complying boats as permitted under the Act, then using
section 8 of the 1995 Act to remove the unlicenced boats. If they were
being used as a main residence, they had to get a court order first. The
whole process from first warning to lifting the boat out takes about two
years, but if the boater starts provably complying at any point, the
procedure has to be stopped, and restarted if they stop complying again.

You might be amused at just how much opposition there is when that is
suggested to the continuous mooring community...

CRT already employ spotters in problem areas, but they are erratic in
both frequency and accuracy, so all sensible CC'ers now keep their own
daily log with photographic evidence of their locations using cameras
with GPS time amd place information baked into the images. They also use
FOI requests to find out what is in the spotters' logs a few weeks
before they want to renew their licence so they can get their evidence
in first.

12th occupant cleared the prop of detritus, and then did nothing while

Is this why nobody names their narrowboat "Herald of Free Enterprise"?

(I once sailed on the "Titanic" and can't say I cared much for the
experience even though this was only a ferry across Lago Titicaca.)
