NASA put monkeys in to space because they could punch buttons in response to flashing lights. So how come 2.4 million motorists every year cannot relate a number on a pole to the dial in their car? And that is only the ones who are caught with the 10%+2mph leeway.
Why are motorists allowed to vote?

Were the monkeys cyclists before being trained to "punch buttons"?

One supposes that they must have been. After all, they didn't have
driving licences.

Motorists only break the law when forced to swerve to avoid an unlit cyclist. Over 5 million unlit cyclists had to be avoided by law abiding red light jumping motorists in London last year.
