I would like to drill something into the wall in an apartment.

About 3 cm into the wall there is concrete, which may be common property.

Is it OK to drill holes into the concrete?

How far am I allowed to go into the wall? Does it matter what material
I am going through?

This is into a wall that adjoins common property (probably a void or
stairwell).

Not a great idea to go right thru into the neighbour's place or into a
passageway
or right thru to the outside of the block of units or into a water pipe
etc.

Not a good idea to come out in a stairwell, you can get spalling,
a big piece of wall coming off if you use an SDS drill.

I drilled it anyway. What's done is done.

No one will even know. The adjoining space is a bricked stairwell.

I lived in Paris for a while. One day I realised that the television
socket on the wall was live, as proved when I connected an incandescent
lamp between the socket and a radiator, and it lit up.

The electrician the body corporate (for lack of knowing the French term)
called was high sceptical, talking about leakages. The language used
when he realised I was right cannot be repeated in a public forum.

Turned out some occupant of another unit had put screws into a wall, and
connected the mains cable to the antenna cable thereby. That was fixed
forthwith, but I don't know what followed for said occupant.

Can think of half a dozen other ways such cabling can accidentally become live.
Will go largely unnoticed ( for a while) since most TV are class 2 and so have no earth.

No. I guess he was sceptical, but not quite that sceptical.

He had some device with an illuminated scale, that lit up all red (this
was in about 1985). He didn't expect that.

Thats not an SDS drill and doesnt produce spalling.
