Is this illegal because in selling one can double (at least) one's

It might be illegal for the buyer, but not for the seller. He can just
say that he was simply selling currency.

OK, and so are you for selling it to them.

But don't buy one of the trinkets and bring it back - that can get you
into deep do.

If there were so much to be made, I'd have thought the Balinese would be
coming to Australia, and returning with sacks of coins.

proving an intent to sell.
