My MBP and iphone XR are literally sitting next to each other so why is it
every time I want to use my phone's hotspot I need to toggle the wifi on
the laptop 2-3 times before it registers the hotspot's existence? Then, why
does it still refuse to connect for another couple of attempts?

This should be seamless and immediate. It shouldn't randomly prioritise the
crappy hotel wifi which I've several times told it that it's not a
"preferred network". Grrr.

Also both with the same Apple ID (not essential but helpful), and
neither on VPN?

Would that make a difference? I always do hotspot via the phone wi-fi. I
only have bluetooth on for headphones or speakers, etc.

BTW, I have no problems using the iPhone hotspot.

Handoff negotiations are handled by a mix of different wireless methods,
bluetooth is often the way the Apple devices initiate something. If
you're expecting things to Just Work, enable bluetooth on everything you
want to be involved in that.

yes.

the hotspot is via wifi.

bluetooth is used for configuration and other ancillary tasks.

It's perhaps a little way down, but none of the options are available and
autojoin is checked.
