There have been calls for the Federal government to cancel the lease.

What would be the legal basis for cancelling the lease?

Aren't leases binding to both parties, as against the whole world?

The NT could probably do it as well.

However the NT is not a sovereign state. Its legislative power derives
entirely from the Commonwealth's Northern Territory (Self-Goverment) Act
1978.

The Commonwealth can, by legislation, therefore overrule any legislation
of the NT, or legislate for it. The former happened in respect of the
NT's euthanasia law. The Commonwealth cannot do the same for the states.
