I'm not sure how they hope to do that. For one they said it was
inaccessible which kind of makes you think it's going to be
inaccessible, and also wouldn't you have to break up the material? It
sounds like the moderating effect of the material the fuel is mixed with
is degrading. Maybe it's just metal rusting.
