I'm thinking about getting the kitchen floor tiled but found these mostly intact. The ones around the edges are broken.

I was wondering if they need to be taken up leaving the bitumen covering or would the tiler tile on top of the existing ones?

Probably won't stick very well on top of the existing ones.
Get them up.
Scabble up the bitumen layer.
Self-levelling compound over the whole lot.

Old tiles MAY contain asbestos.

Tiling on top of plastic is a no. Tiles demand a rock solid surface under them to last. Ditto bitumen, scrape most of it off though you can leave lots of very narrow lines of it.

As others have said, they need to come up.

A heat gun and a scraper is how I’ve done it in the past.
