The pressure isn't just external, there's a majority of the population
in both countries that want to join. They're already Nato partners, not
completely non-allied.

There is no Soviet Union so any treaty to do with it would be null.

They did, well at my school; mind yew my teacher was somewhat left of Mr
Marx (or perhaps cynical - Moi?) and he had had a spell in one of HM
Submarines during the late unpleasantness. His captain boasted that he
could get his submarine into any port in the world but "notice he did
not say he could get us out again".

My Finnish friend tells me that while it is likely that a plebicite to join
NATO would be carried (provided Sweden also intended to join) the
practicalities are such that it would take many years to achieve. The main
purpose of such an announcement would be to cock a snoot at Russia, who've
told them not to join NATO, or else.
