In the UK - at least now - they have sealing pliers with numbers embossed in them and they leave a little sticker with the meter number, seal number, reading and date on it next to the meter.
These days they probably photograph it too.

May depend who supplies your meter of course.

Not in my case. 4 wire seals, one on the DNO fuse, one on the "not to be
removed side" of the isolation switch, one on the smart electric meter,
one of the smart communication hub. None of the wire seals have any
embossing or any other markings.

The only stickers applied were to the front of the meter recorded the
old(removed) meter reading and the reading from the new meter along with
the date of the smart meter swap.

The meters do have bar codes that matched in-box documentation that came
with the smart meters. The meter installer peeled off the bar codes that
came with the box and attached them to his documentation

If there are so many variations in the practice then it's no problem to
cut a wire seal and replace it with a Ebay purchase.

I do find that odd - as they don't seal the consumer unit when the tails
from the meter go straight there, so why do they need to seal the isolator?

I know that they do it, because they've done it on mine and I found that
annoying, as it is MY isolator, that I supplied and fitted and nothing
whatsoever to do with them!
