I've looked at this course and it seems safe enough if drivers take care - which obviously didn't happen with this idiot motorist.

It is a difficult thing to quantify because most acquisitive crime is based on the need to fund drug habits.
Drug dealers are called pushers because they want their customers to become addicted to har drugs so they will say I don't have any weed but try this crystal meth and once addicted the users will steal anything just to get a fix.
