Hello,
I am searching on https://gnupg.org/download/index.html
but I am not able to find the link of gnupg for windows
on this site.
I know that it is possible to find it by using google (and I did).
Bur it sounds strange to me that they do not list in an
easily visible way on their site.
Why it is not listed among the others?
There is a legal reason?
Do they hate windows?

No, they do not hate Windows. :-)

Your provided link shows that gnupg for Windows is there
under the name gpg4win, which includes an installer for
gnupg.exe and additional GUI software.

If you only need the lasted gnupg.exe, without all the fancy stuff
you can download it from here:

https://gnupg.org/ftp/gcrypt/binary/gnupg-w32-2.2.33_20211123.exe (4424k)
https://gnupg.org/ftp/gcrypt/binary/gnupg-w32-2.2.33_20211123.exe.sig

2) Scroll down to the section that says GnuPG binary releases

3) Windows Gpg4win

That is the download you want.
