EVERYONE is on the DK scale since it measures _all_ skill levels.

It's simply a cognitive agreement or dissonance that relates to people's own
assessment of their skills as compared to an objective measurement of
skills.

Since people have skills at _all_ levels, the DK effect charts _all_ people.
