An expired or missing public remailer key in one of your reply chains?
Are any of them in Nym Configurator > Nym Routing > Reply Chain (click <
and > to see all of them) marked with a red X? An expired Nym Server
key (as sign+encrypt should only happen towards the nymserver and Type-1
remailer keys and OM nym keys usually don't expire).

The expiration date is shown at the Key Properties tab after selecting
an item at the Keyring / Keys - Nym, Keys - Server or Keys - Remailer
list.

You may retry creating a config message (after clicking Modify use the
Config Msg button at the Nym Accounts tab) with an empty Reply Chain
section, then add your reply remailers one by one until the error
message appears.

Even with an empty chain, Config Msg button gives the same error as OP.

I don't have any OM-specific solution to offer you. But I can tell you
that I have encountered that GPG error before. I 've seen it when newer
GPG versions encounter older PGP2 style keys. Like the RSA key that
Senshi remailer uses. GPG 2.x.x simply rejects such keys, will not
import them into your keyring, and reports that they cannot be found.

What version of GnuPG are you using to generate your nym key?

Are the NNNNNNNNNNNNNNNN key IDs above all the same?
Does that ID belong to one of your nyms?
Was that key (re)imported, e.g. by an OM nym Export/Import cycle?
Did it ever work?
Do newly created nyms fail as well?
Is OM running in a Windows or Linux Wine environment?
Are you always running OM with the same OS user account?

The first two entries (my nym) are the same:

and these two <send@nymph.paranoici.org> are the same:

Why don't you simply click OM's "Create Key" button?
OM has a custom GnuPG 1.4.23 subsystem integrated.
