who maintains and develops the "gopher" package in Debian, Ubuntu etc.?
At least in Debain it seems that the package has been changed.

He has the sources available via Gopher:
gopher://gopher.quux.org/1/devel/gopher

I'm 90% sure he wasn't the source of the unofficial patch for
displaying link-less gophermaps that I mentioned earlier, assuming
I didn't just dream that up entirely.

The latest patch to the Debian packaged version is described as a
"non-maintainer upload".
