I have a portable hard drive with Time Machine backups from Computer "A"
which I no longer own. There's some data on there I'd like to get and
put on Computer "B" which is the one I now use.

Can this be done?

It's just a few files and didn't occur to me to that I needed a whole
migration process.

you don't. time machine backups are finder readable so you can connect
the drive and find the relevant files, or tell time machine about the
drive and use its ui.

You don't need Migration Assistant just to recover a few files. You can
mount the volume on the Mac, then navigate to the folder within the
"latest" backup to copy whatever you need. It should be pretty
straight-forward.
