Why is paganini.bofh.team so extremely unreliable?

Probably one in five posts make it to the Internet on the standard text
newsgroup alt hierarchy (mostly the standard computer and phone groups).

Why?
There's never any indication of failure.

The posted articles just never show up.
Is there anything that can be done to fix this?

I realize it's free so reliability isn't to be expected.
But the other free newsservers are far more reliable.
