CPU-Z has both a Windows and Android version.

Wait for someone else for their suggestion to an equivalent on Linux

I have some experience with voltage/frequency/temperature tables in the
OS and they are not something you can easily find. The manufacturer of
the CPU will provide this on a per platform basis. Also there may be
different tables based on whether the device is running on batteries or
is plugged in.

Does Android SoC hardware have the required sensors to report that data?
Might the phone need rooting to get at low-level hardware data? You
cannot overclock unless your root your phone, so what's the point of
knowing voltages and frequencies until after you root the phone? Not
only do you have to root the phone, you may have to swap the kernel to a
customized one that lets you change the stock speed.

Rather than install software to run under an OS, UEFI and some older
BIOSes will show that information. Boot into UEFI/BIOS.

Did his "friends" (bwaahaahaa) responding in his Facebook page give him
any help? Any mention of rooting and customized kernel to allow
overclocking to make that data relevant? Did any even mention CPU-Z?
