In my Mint Cinn 20.2, Accessibility is called that in the Menu, but its
name in the Menu editor is universal-access. Unlike some other apps in
the menu, the Properties function does not show a command to open.

The command you show above does function to open the accessibility
settings function. All of these described conditions are the same in
both my 20.1 and 20.2.

So, I guess the universal-access is a module in cinnamon-settings (Menu/
Preferences/ System settings/ Accessibility) and it has been given a
'shortcut' to access it as Accessibility in the All applications (for
me) and in Preferences (for me). I don't know why it might be missing
in the OP's menu or how to fix that.

IF I follow everybody above right, I have no issues here. I upgraded from 20 -> 20.1 -> 20.2.
I have accessibility in the menu, CLI (as stated above), and also in Settings by either starting it via right click on toolbar, or hitting
the person on the toolbar (if you have it) or Settings in the menu. Settings comes from so many avenues and has accessibility on it.
