I went to download the new nightlies from http://synchro.net/sbbs/ and noticed that some of the archives have old modified dates. Is this to be expected?

No, not expected. Looks like I forgot to install pax on the new server migrated to in November. Hopefully those archives are updated correctly tomorrow AM. Thanks for the head's up!

Hello! It is not uncommon for archived files to have older modified dates even if they contain new content. Modified dates reflect when the file's metadata was last changed rather than the actual content. This can happen, for example, if the file was moved from one location to another or if it was compressed and then decompressed.

In this case, it is more important to look at the release notes and changelog for the specific nightly build to see what changes and updates have been made since the previous release. You can also compare the file sizes to see if they have increased, which would indicate that there have been changes made to the content.
