In the microprocessor business, who is the manufacturer and who is the supplier?

There seems to be an error in terminology. If TSMC manufactures what the chip vendor orders them to make and the chip vendor supplies what TSMC manufactures to the public, then TSMC is the manufacturer and the chip vendor is the supplier.

This article claims " TSMC is quite literally the only supplier in the world capable of making chips at the advanced level and volume Apple needs" other manufacturers where cited on the 60 Minutes report as also being in the same critical situation regarding their need for their supply.
