Is it true Microsoft keeps data such as passwords, and Outlook Rules
on their servers overseas, and not on one's personal computer?

What happens if submarine cables are damaged? Can one still use MS365
isolated from the Internet?

Microsoft 365 Office tenant for consumer data(all services -
Mail(outlook.com MSA accounts), OneDrive, online Office apps, Microsoft
account, etc. is stored in the geographic location the subscription
signup process was billed.

Windows MSFT account(MSA), Windows Credentials(Computername user/pw) for
networking across other networked devices, OneDrive are stored locally
and encrypted on the device.

If the M365 is a business edition with Admin configuration/deployment/
via Azure the owner(Admin) can view the datacenter geos, location for
each respective services provided/included for the M365 plan.
- these plans since they may be global corporations with multiple
locations also have the ability to request data be stored in their
primary country of origin.

Outlook rules(for consumers using Outlook desktop) are stored locally in
the Outlook profile(*.pst)

Do recognize that any activity to/from the internet is never uniquely
restricted to your end through your isp to the site/server
visited/accessed in your browser/mail client/app - quite a bit of
bounce(tower, satellite, cloud).

I would hope that the password itself is not stored *anywhere* by Microsoft.

That's hardly a M365 specific problem, you can't access any remote
server if the link between you and it is cut, outlook servers aren't
just in one country but all over the world.
