To be clear: You are not doing anything that is in violation of US or Virginia state/local law today that I can perceive. That is not the only reason that I can and may give 0's to people and organizations. You are physically near me in my neighborhood today.

Two police cars, coming closer, at night, in the neighborhood...what could this mean?? Maybe there is a good reason, discomfort for me aside.

By the way, here are a few free tip for dealing with disputes with bad cops that has worked in the past:

1 - Just act really calm and low-volume in your voice, talk slowly, and be very respectful. The goal: When face to face with an armed cop who is willing to break laws, you want to not excite or anger the cop at all. The cop should feel a little bit like he or she is talking a tired telephone operator, discussing routine business. It is not a "Jedi mind trick" or anything magical or insulting. Just be calm and remind the police that you follow all laws. Do not lie. Do not "perversely thrill" the cop by making yourself seem "disgustingly babyishly upset" and then "cowed into submission by brilliant 'police'-work."
2 - A way to please cops in a multi-person situation: Start a small, perhaps whiny disagreement with another non-police-officer, and let the police weigh in and resolve it definitively. Accept the police's resolution of the conflict for the near future.

This advice is not intended to damage of the rule of law, but dealing with law-breaking cops is sadly a reality these days. You must be prepared to deal with crooked cops ethically and safely, whoever you and wherever you live. Again, never break a law with cops. Prepare yourself to maybe be put in handcuffs and carted off somewhere; fear this, but accept it, because you want to avoid, but you want to avoid getting shot even more.

So far, I have. This pleases me! I am grateful to have survived numerous organized-crime cop run-ins.

(If you're afraid the cops have seen this and you don't want to do this exact thing, feel free to do your own variants of this idea. You might want to show "I'm nice enough to police" but not "doing that Philip-White-type maneuver," in case you are concerned that the police being manipulated into calming down and not breaking more laws, which they can sometimes be compelled to do, might anger them, which it often does, because I guess (without proof) that many bad cops like to feel like elite misunderstood geniuses who "bend" rules and are poorly understood...and maybe they are, they never get arrested somehow, no matter how many laws they choose to break given minimal real provocation.)
