If you just want something emacs-like, I have a version of microemacs that I used to use on VAX/VMS V4.
It does file I/O through fabs and rabs and terminal I/O through smg and qiow. It has default bindings that make the keypad work like EDT.

Emacs supported VMS in the past, with DEC C, VAX C and GCC.
The code was removed because nobody had used it in next to
a decade, and it no longer worked.

If you resurrect it, it will be welcome again.
